Posted January 26, 2008Setting The Record Straight: Why Is Rumor Control Important?
Among parties engaged in intense conflict, there is typically little direct formal communication or sharing of information. Informally, however, there are likely to be numerous parties who are constantly talking with one another about the conflict. Any gap in knowledge or communication may be filled by rumor or misrepresentation. Indeed, the information that is being spread through these informal interactions often contains serious inaccuracies that are likely to make the conflict more destructive than necessary. The City on numerous occasions has received e-mails or heard from residents regarding stories or statements that are not true. To ensure that the most accurate information is relayed to our residents, the City is pleased to launch its own rumor control web site. The information on this web site will continue to be updated as we receive information that needs to be clarified. We’ve heard that the City is responsible for the rear drainage swales in Pine Tree Estates.
Neither the City nor the Pine Tree Water Control District is responsible for the rear drainage swales behind the homes in Pine Tree Estates. As per the City’s Code of Ordinance, each individual property owner is responsible to keep the rear drainage swale adjacent to their property in a mowed condition, free of structures, plant overgrowth and debris. Failure to maintain a swale as required can subject the adjacent property owner to Code Enforcement action up to and including a property lien and subsequent foreclosure.
What we’ve heard that is University Drive is connecting to Palm Beach County.
Palm Beach County Board of County Commission proposed a Comprehensive Plan Amendment to remove the University and Riverside Drive connections to Broward County. This request was forwarded to the State Department of Community Affairs (“DCA”) which determined that additional action is required by Palm Beach County before the roadway connections can be removed. Based upon the direction provided by DCA, the City is working with representatives from the Florida Department of Transportation, District Four; Broward County Metropolitan Organization (“MPO”); Palm Beach County MPO and other entities to determine the future of University Drive. What we’ve heard is that the mixed use project known as Parkland Village is not proceeding.
The commercial portion of Parkland Village has obtained City Commission approval and construction on the site is anticipated to begin sometime this year. The elementary school site is also planned to begin construction in the upcoming months. Due to the housing market, Engle Homes will not be proceeding with the construction of the residential portion of the project. They have walked away from the project and the lender institution has been in contact with the City and is looking into their options for the property. What we’ve heard is that the Parkland Commons project is behind schedule.
The property owner and the general contractor, SIKON Construction Corporation, is working very diligently to ensure the project is completed on schedule. It is staff's understanding that Publix would like to open before the beginning of summer. Staff is continually working with the property owner and contractor to ensure the project is completed as scheduled.
What we’ve heard is that the Wedge Piece (acquisition of the Palm Beach land south of the canal) is not being annexed into Broward County.
The determination of the Wedge Parcel is contingent upon University Drive being removed from the Palm Beach County Long Range Transportation plans. At this time, the property is still located in Unincorporated Palm Beach County. Once the State makes the determination about whether University Drive will be constructed (in the future), then we will know if the property will be annexed into unincorporated Broward County or the City. What We've Heard: The Holmberg Road design is almost complete.The Holmberg Road design, which includes widening the roadway to accommodate new bicycle lanes from State Road 7 to University Drive, adding an 8' sidewalk on the north side of the road from State Road 7 to Parkside Drive, extending an existing 12" water main from Parkside Drive to Riverside Drive, and the addition of approximately 14 fire hydrants is in the final design stages. Calvin-Giordano and Associates is working on the section from State Road 7 to Parkside Drive, which is approximately 95% complete. Kimley-Horn and Associates is working on the section from Parkside Drive to University Drive, which is approximately 95% complete as well. The plans have been submitted to the City of Coconut Creek for final review and approval of the water main design. The plans have also been submitted to Broward County Traffic Engineering for review and approval of the pavement markings and to the Florida Department of Transportation for their approval of a roadway connection permit. And, plans have been reviewed and approved by the South Florida Water Management District and North Springs Improvement District for drainage related issues. Submittals to the Broward County Board of Health and the Coral Springs Fire Department will follow shortly. What We’ve Heard: The City is requiring criminal background checks for sports leagues.
At the present time the City does not require criminal background checks for sports leagues. There is no state or federal law requiring criminal background checks. Sexual predator checks are required for all coaches for all City Recognized Sports Leagues. The Parks & Recreation Advisory Board is reviewing surrounding municipality’s requirements as well as reviewing national organizations recommendations in order to bring a potential policy to the City Commission for implementation.
What We've Heard: Parkland Is Responsible For Maintenance Of The Roadway System Within Country Acres.The roadway system within Country Acres, including Godfrey Road and Pinetree Road, is privately owned, which did not change when the property was annexed into the City of Parkland. What We’ve Heard: The YMCA Of Broward County Will Be Operating The Community Center.
The City of Parkland is proud to announce an agreement with the YMCA of Broward County for the YMCA to operate the Community Center as the Parkland YMCA Family Center. The YMCA has been a leader in programming for over 150 years and will continue their excellence here in Parkland. The YMCA will be solely responsible for the programming within the facility and all operations of the facility. What We’ve Heard: The City Is Mandating That Water And Sewer Lines Be Brought Down The Roads In Pine Tree Estates With The Cost Of The Project Being Assessed To The Residents.
The City has no plans at this time to bring water and sewer lines down the roads in Pine Tree Estates. IN this year's Capital Improvement Budget, the City Commission authorized the installation of 19 fire hydrants along Holmberg Road from NW 61st Avenue to Riverside Drive. This project will improve the fire service level of service in Pine Tree Estates by adding a dependable and unlimited water source.
What We've Heard: A Publix Is Coming To Parkland
Currently under construction at the northwest intersection of University Drive and Trails End is a commercial development known as Parkland Commons. Parkland Commons has been approved for a 46,031 square foot Publix; five (5) retail buildings totaling 39,897.30 square feet; one (1) 4,339 square foot restaurant building; and a 2.07 acre lake area.
What We’ve Heard: The City Runs The Sports Programs.
Each of the City Recognized Sports Programs (Flag Football, Tackle Football, Recreational Soccer, Travel Soccer, Lacrosse, Little League, Travel Baseball, Basketball, Adult Soccer, Softball and Travel Softball) are run by private non-profit organizations and not by the City. Each organization had to apply to become a City Recognized Program by appearing before the Parks and Recreation Advisory Board. Each program must operate under the City of Parkland Sports Policy, however they each have their own rules and regulations specific to their program.
What We’ve Heard: The City Is No Longer Going To Allow Non-residents To Participate In Sports Programs.
Non-residents are still permitted to participate in all sports programs. During the June 20, 2007 City Commission meeting, the City Commission approved instituting a non-resident sport card. For non-residents to participate in any sports program they must now purchase a non-resident sport card from the City prior to individual league registration at a cost of $155. This card will permit all members of a non-resident family to participate in an unlimited number of sports programs during the fiscal year the card was purchased. The City fiscal year runs form October 1 – September 30. The cards can be purchased from either City Hall or from the leagues directly during their league registration days. Those individuals who live in the Coral Springs sections of Heron Bay (The Falls, Long Cove, The Pointe and La Hermitage) will be required to purchase the no-resident sport card as well.
What We've Heard: The City Is Not Concerned About The Pedestrians And Bicyclist Along Holmberg Road.
The City Commission is aware of the challenges that pedestrians and bicyclist experience along Holmberg Road. Two projects have been approved or are in the process of being approved by the City Commission to address this situation. First, the City Commission approved a matching grant with the Metropolitan Planning Organization to build a sidewalk along the north side of Holmberg Road from State Road 7 to Parkside Drive. This sidewalk will connect to the sidewalk that the City extended along Parkside Drive from Holmberg Road to Loxahatchee Road. Secondly, in the 2007-2008 Budget, the City Commission is considering the resurfacing of Holmberg Road from the west side of Country Point to Riverside Drive. In addition, a bicycle lane will be added on the north and south side of the street from the west side of Country Point to University Drive.
